Tinjauan Sistematis atas Kesenjangan Penelitian Dalam Human Resource Development dan Kompetensi di Era Digital

Artikel ini meneliti kekurangan penelitian dalam bidang Human Resource Development (HRD) dan Kompetensi di era digital, dengan penekanan pada usaha untuk menyelaraskan riset dengan tantangan yang ada saat ini. Melalui suatu pendekatan studi kualitatif-interpretatif terhadap literatur modern (2021-2025), penelitian ini menggali dua isu utama. Pertama, bagaimana keterpaduan antara Green Knowledge-oriented Leadership (GKOL) dan Green AI Capability (GAIC) dapat menyatukan strategi lingkungan dengan inovasi ramah lingkungan, sekaligus mengatasi dilema antara keuntungan digital dan kelebihan kelebihan informasi (information overload). Kedua, sejauh mana peralihan dari HRD klasik menuju Capacity Development (CD) pada tingkat makro dapat menjembatani kesenjangan kemampuan di sektor publik, rategidalam hal kebijaksanaan politik (political astuteness) dan penciptaan nilai publik (public value), untuk menghadapi tantangan etika yang muncul akibat kapitalisme pengawasan. Hasil dari analisis ini menegaskan bahwa sinergi antara GKOL dan GAIC berfungsi sebagai pendorong dan penggerak inovasi hijau, sementara pendekatan CD di tingkat makro sangat penting untuk memperkuat apasitas sektor publik yang berdaya tahan dan beretika. Penelitian ini menyimpulkan bahwa untuk menghadapi tantangan masa kini diperlukan integrasi wawasan yang komprehensif, yang melampaui sekadar pendakatan teknis-biasa, menuju paradigma pengembangan SDM yang berkelanjutan, kontekstual, dan responsif terhadap perubahan dalam politik-digital.
